Buying Property in Dubai from Pakistan: Guide

Buying Property in Dubai from Pakistan
Pakistani buyers have owned property in Dubai for decades, and in large numbers. When the “Dubai Unlocked” data investigation was published in 2024, it identified around 17,000 Pakistanis owning some 23,000 residential properties in the city, worth an estimated USD 11 billion. Pakistani citizens can buy freehold in Dubai’s designated areas exactly as any other foreigner can, and UAE banks lend to Pakistani nationals. The questions that matter are not about Dubai. They are about where you live, where your money is, and whether it is declared:
Where you live Can you take a UAE mortgage? The main rules to watch
In the UAE Yes — as a UAE resident, up to 80% on a first home Standard UAE lending rules
Elsewhere abroad (Saudi Arabia, UK, US, other GCC) Yes — as a non-resident, usually 50% to 65% UAE non-resident criteria; Pakistani tax if you are tax-resident there
In Pakistan Possible on paper, but the deposit and repayments must leave Pakistan lawfully SBP foreign exchange rules, FBR declaration, PKR income discounting
Work out which row you are in first.

If you live in the UAE

The UAE is home to one of the largest Pakistani communities abroad, and if you hold a UAE residence visa, UAE banks treat you as a resident. That means up to 80% loan-to-value on a first home valued at AED 5 million or less, access to almost every lender, and your UAE Al Etihad Credit Bureau record rather than a Pakistani one. The limits are in UAE mortgage LTV rules, and our residential finance team handles resident applications. Two things still follow you from home. Any loans you hold in Pakistan count against your 50% debt burden ratio. And if you remain a Pakistani tax resident — broadly, if you spend 183 days or more in Pakistan in a tax year — your Dubai property and its income belong in your Pakistani return.

If you are an overseas Pakistani living elsewhere

If you live and earn in Saudi Arabia, the UK, the US or another country, you apply to a UAE bank as a non-resident. Pakistan is generally on UAE banks’ accepted-nationality lists, though each bank’s list is internal and terms can vary by nationality. Lenders that have offered non-resident home finance to Pakistani nationals include HSBC, Standard Chartered, Mashreq, ADCB, FAB, RAKBANK and the Islamic banks Dubai Islamic Bank and ADIB. Indicative 2026 terms:
  • Loan to value: about 50% to 65% on a ready home — closer to 60% to 65% at some lenders, closer to 50% at others
  • Minimum income: usually AED 15,000 to AED 25,000 a month or equivalent
  • Rates: typically 0.5 to 1 percentage point above resident pricing
  • Term: up to 25 years, repaid by 65 if salaried or 70 if self-employed
Money you earn abroad is not subject to Pakistan’s outward remittance controls, so a deposit from your Saudi or UK savings can go straight to the UAE. The full non-resident process is in Dubai mortgages for non-residents.

If you live in Pakistan

Moving the money is the first hurdle

The Pakistani rupee is not freely convertible, and the State Bank of Pakistan controls money leaving the country. Buying property abroad is not one of the purposes for which residents can freely send funds, and investment abroad by residents generally requires prior SBP approval through an authorised bank. As Dawn put it after the Dubai Unlocked leak: “Taking huge amounts of money abroad without the permission of the central bank is strictly prohibited.” That rules out the shortcuts. Hawala and hundi transfers are illegal, and property bought with money moved that way is exposed to investigation in both countries. The Roshan Digital Account does not help either: it brings money into Pakistan, not out. In practice, a Pakistan-resident buyer needs one of the following:
  • Funds already outside Pakistan that were lawfully earned or moved and are declared to the FBR
  • Specific SBP approval for the transfer, obtained through an authorised dealer bank
The same applies to the mortgage. A UAE bank may approve a Pakistan-resident applicant, but every monthly payment then has to reach the UAE lawfully too. Plan where the repayments will come from before you apply — not after.

How UAE banks assess PKR income

UAE banks that accept Pakistan-based applicants convert your PKR income into dirhams and apply the Central Bank’s 50% debt burden test, with the new mortgage stressed at a higher rate. Some also discount PKR income to allow for the rupee’s volatility, which reduces the loan. As an illustration, take a business owner in Lahore earning PKR 2.5 million a month — about AED 31,900 at PKR 78.31 to the dirham — with no other debts:
Maximum loan, stress-tested at 8.37% over 25 years
Income counted in full about AED 2.0 million
Income discounted by 20% about AED 1.6 million
Ask each bank how it treats PKR income before relying on any figure.

The rupee and your payments

Currency is the biggest long-term risk for anyone earning in rupees and paying in dirhams. The dirham is pegged to the US dollar; the rupee has weakened against it repeatedly over the past two decades. On a AED 900,000 loan at 4.99%, the monthly payment of AED 5,256 is about PKR 411,600 today. A 10% fall in the rupee would make it about PKR 452,800 — with no change in the loan at all. Here is what common loan sizes cost each month at today’s rate:
Loan EMI in AED (4.99%, 25 years) EMI in PKR Payment the bank tests you at
AED 750,000 AED 4,380 about PKR 343,000 AED 5,974
AED 1,000,000 AED 5,840 about PKR 457,300 AED 7,965
AED 1,500,000 AED 8,760 about PKR 686,000 AED 11,947
How UAE EMIs work — and why the payment resets when the fixed rate ends — is explained in EMI calculator UAE.

What it costs

On a AED 1.5 million ready apartment — about PKR 117.5 million at today’s rate:
Financed at 60% (non-resident) Bought for cash
Mortgage AED 900,000 —
Cash needed, including DLD fee, agency and bank charges AED 711,340 AED 1,596,220
In rupees about PKR 55.7 million about PKR 125 million
Since February 2025, UAE banks cannot add the 4% DLD fee or any other purchase cost to the mortgage, so the fees are always cash. Each one is explained in the cost of buying property in Dubai.

The FBR: declare it

Owning property in Dubai is legal for Pakistanis. What creates problems is property bought with undeclared money, or not declared at all. If you are a Pakistani tax resident, you are taxed on your worldwide income, and:
  • Your Dubai property must appear in your wealth statement. Section 116 of the Income Tax Ordinance, 2001 requires residents to list all assets and liabilities “in Pakistan and abroad”, including property abroad.
  • Rent from Dubai is taxable in Pakistan, added to your Pakistani income. Because the UAE does not tax it, there is usually no foreign tax to credit.
  • The purchase has to reconcile with your declared income. After the Dubai Unlocked leak, commentators noted that the FBR can compare the purchase price with disclosed income and, where it does not reconcile, assess tax on the difference with default surcharge and penalties.
Scrutiny has increased. In June 2025, Business Recorder reported that Pakistan’s Federal Investigation Agency had identified Pakistanis holding UAE Golden Visas for property investments of AED 2 million or more, using immigration data, and that many had not declared the property, reported the rent or paid the related taxes. Pakistani tax rules on foreign assets have changed several times since 2022, so take advice from a tax adviser on your own position before you buy, not after. If you are non-resident for Pakistani tax — living abroad and in Pakistan for fewer than 183 days a year, subject to the full residency rules — Pakistan generally taxes only your Pakistan-source income.

Documents banks will want

From Pakistan-based applicants and overseas Pakistanis, expect:
  • Passport, and CNIC or NICOP
  • Proof of address
  • Salary certificate and recent payslips, or for business owners, company registration, ownership documents and two to three years of audited accounts
  • Six months of bank statements, showing income and the source of your deposit
  • Tax returns and, for Pakistan residents, your FBR return and wealth statement
  • A credit report from your country of residence
  • Details of all existing loans and credit cards
The source of your deposit will be checked closely. Bank statements should show the money arriving from an account in your name, with a clear trail back to savings, a business, a property sale or another declared source.

Buying without travelling

You can complete through someone in Dubai using a specific power of attorney naming the property and the powers you grant. For a mortgaged purchase it must expressly authorise signing the mortgage documents and registering the mortgage. A POA signed in Pakistan normally needs to be:
  1. Notarised in Pakistan
  2. Attested by Pakistan’s Ministry of Foreign Affairs
  3. Legalised by the UAE Embassy in Islamabad or the Consulate in Karachi
  4. Attested by the UAE Ministry of Foreign Affairs once in Dubai
  5. Translated into Arabic by a UAE-licensed legal translator
Expect to open a UAE bank account in your own name for repayments and any refunds, and allow time — some banks now require account opening in person. Your rights as a foreign owner, including freehold areas and inheritance, are covered in can foreigners buy property in Dubai.

Golden Visa

A property with a DLD-assessed value of at least AED 2 million can support a 10-year UAE Golden Visa, including mortgaged property with a no-objection letter from the UAE lender. As the 2025 FIA reporting shows, holding one makes the property visible to Pakistani authorities — another reason to make sure it is fully declared.

A checklist for Pakistani buyers

  • Know your row. UAE resident, overseas elsewhere or Pakistan resident — the rules differ completely.
  • Move money only through banking channels, never hawala or hundi.
  • If you live in Pakistan, sort the SBP position first — for the deposit and for the repayments.
  • Ask how the bank treats PKR income and test the payment against a weaker rupee.
  • Budget for fees in cash, around 6% to 7% of the price on top of any deposit.
  • Declare the property in your wealth statement and the rent in your return if you are tax-resident in Pakistan.
  • Prepare the POA early, with mortgage powers if you are borrowing.
Buyers from India face a similar but distinct set of rules, set out in buying Dubai property from India. If you are an overseas Pakistani and want to know what UAE banks will lend you, our non-resident finance team can match your income and residence to the lenders that will approve it.
